People's Assembly

The Gram Sabha is the foundation of the Panchayati Raj system. It is a body consisting of all persons whose names are included in the electoral rolls of the village within the Gram Panchayat area. The Gram Sabha is the ultimate authority in the village governance system.

Functions of Gram Sabha

Approval of Plans

Discussion and approval of annual plans and budgets for the Gram Panchayat

Development Projects

Identification and prioritization of development projects and schemes

Social Audit

Conducting social audits of all Gram Panchayat works and programs

Beneficiary Selection

Selection of beneficiaries for various government schemes and programs

Resource Management

Management of common property resources and community assets

Oversight

Oversight of Gram Panchayat functioning and expenditure

Participation Guidelines

Eligibility

All registered voters in the village are members of the Gram Sabha and have the right to participate in meetings.

Quorum

At least 10% of Gram Sabha members or 50 persons (whichever is more) must be present for the meeting to be valid.

Voting Rights

Every member of the Gram Sabha who is 18 years or older has the right to vote on matters discussed.

Proposal Submission

Members can submit proposals for discussion at least 7 days before the meeting date.
